A.N.A.R.T.S. News Bulletin 1471 for 18th November 2007
The final working session of the 2007 World Radiocommunication Conference (WRC-07) in Geneva drew to a close Thursday afternoon, November 15. The signing ceremony for the Final Acts will take place Friday. According to International Amateur Radio Union (IARU) Secretary David Sumner, K1ZZ, the principal achievements and disappointments, as they relate to the Amateur Services, of the conference are:
Achievements
* Maintenance all existing amateur allocations, including the 7.200-7.300 MHz allocation in ITU Region 2 (the Americas) that had been somewhat at risk in connection with consideration of additional allocations for HF broadcasting (see below).
* A new worldwide secondary allocation at 135.7-137.8 kHz with a maximum
radiated power limit of 1 W e.i.r.p. (given the low efficiency of practical antennas for this frequency range, this limit is not as severe as it may sound).
* Inclusion of an item, "to consider an allocation of about 15 kHz in parts of the band 415-526.5 kHz to the Amateur Service on a secondary basis, taking into account the need to protect existing services" on the provisional agenda for WRC-11 (set for 2011).
* Avoidance of future agenda items that pose serious threats to key
amateur allocations.
* Some improvement in the so-called "country footnotes" that provide for
different allocations by country in all or part of the 1.8, 3.5, 50 and 430 MHz amateur bands.
Disappointments
* No new allocation for the Amateur Service in the vicinity of 5 MHz, and no agenda item to consider such an allocation at a future conference.
* No future agenda item to consider an amateur allocation at 50 MHz in ITU Region 1 (Europe, the former Soviet Union, Mongolia, Africa and parts of the Middle East).

Solar flare activity was very low all week.
Geomagnetic activity observed for the Australian Region was quiet on 9th to 12th; quiet to unsettled on 13th and 15th; and unsettled on 14th.
Southern Australian Ionospheric F2 critical frequencies were depressed 15 per cent to near predicted on 9th to 12th; mostly near predicted on 13th; depressed 20 to 25 per cent on 14th; and depressed 15 per cent on 15th.
Forecast for 16th to 22nd November
Solar activity should be very low.
Geomagnetic activity should be active 21st to 22nd November, and quiet to unsettled on other days.
Frequencies should be depressed 15 to 30 per cent 16th to 22nd November.

The Ohio/Penn DX Bulletin No. 832 - excerpts
6E, REVILLAGIGEDO (Update)
Members of the radio club "Federacion Mexicana de Radio Experimentadores" (FMRE)
will activate Socorro Island (NA-030, WLOTA LH-2941, WW Loc. DK48MS) in the
Revillagigedo (XF4) Island group, between mid-November and mid-December. The
team will depart Manzanillo on a Navy ship on the 15th or 16th of November. They
expect to be active possibly November 17th or 18th, and be on the air for about
30 days. They will use the callsign 6E4LM. Their activity is to celebrate the
75th anniversary of FMRE. Team members will include Carlos/XE1YK (team leader
and FMRE President), Manuel/XE1VVD, Eduardo/XE2YW and Daniel/XE3RBA. Look for
activity to be on 160-10 meters plus 6 and 2 meters with operations on CW, SSB,
digital modes and the satellites.
C9, MOZAMBIQUE (Update/Reminder)
Remember Wayne, W5KDJ, will be going here this week and be active as C91KDJ,
November 15-28th. Wayne will concentrate on CW and possibly some RTTY with an
emphasis on 160 and 80 meters. His plans are to be active in the CQ World Wide
DX CW Contest (November 24-25th). His QTH will be about 50 kilometres north of
Maputo. Grid Square: KG64ik. Antennas include a 72 foot vertical for 160/80m, 4
Square 40m, dipole for 30m, and a 2 & 3 element yagis at 60 ft for 20-10m. QSL
via W5KDJ. Look for an online log to be available after the DXpedition. Logs

active as FS/homecall from St. Martin (NA-105, WLOTA LH-0383). Their activity

AS-023. Hiro, JA6WFM, will be active as JF6YME/6 from Yoron Island (Yoron Shima
- JIIA AS-023-013, WLOTA LH-0287), JA6 Amami Island Group, November 21-24th.
Activity will be on the HF bands using CW, SSB and RTTY. QSL via the JARL
bureau.
NA-213. Dennis, WA2USA, will be active as WA2USA/4 from Dauphin Island (USI
AL-002S, Mobile County, Alabama), November 14-20th. His activity will include an
entry in the ARRL Sweepstakes Phone Contest (November 18-19th). Look for
activity around the usual island and IOTA frequencies. QSL via his home

J8, ST. VINCENT
Dave, G3TBK, will once again be active from here and will sign J88DR between
November 21-29th. Activity will be on all HF bands, especially 30/17/12 meters,
but mostly on CW. He will also be in the CQ World Wide DX CW Contest as a
Single-Op/All-Band entry. QSL via G3TBK, direct or by the RSGB Bureau.
PJ4, NETHERLANDS ANTILLES (Update/More Details)
Operators Jeff/KU8E, John/K4BAI and Larry/K5OT will be active as PJ4/homecall
from Bonaire (IOTA SA-006) between November 20-27th. Also look for them to be
active as PJ4A during the CQ World Wide DX CW Contest (November 24-25th) as a
Multi-Single entry. Jeff states, " I will be doing a lot of operating on 160
meters as PJ4/KU8E before and after the contest like I did back in February when
we were there for the ARRL DX CW Contest. In addition to a beverage towards the
NW (USA) we will have one toward EU as well. I will be making an effort to work
Asia every morning. If 160 is not good, check 80 (3505) or 40 meters (7005). The
sunrise in Bonaire is 6:00AM local or 1000z. The antenna will be an inverted L -
about 80 ft vertical and a KW (AL-1200)." QSL all callsigns via K4BAI.
S7, SEYCHELLES
Operators Andy/UA3AB and Harry/RA3AUU will be active as S79AB and S79UU,
November 19-28th. Activity will be on 160-10 meters and include the CQ World
Wide DX CW Contest (November 24-25th). QSL via UA3DX. Outside of the contest,
low bands is their priority.
SOUTH AMERICAN TOUR
Operators Andrea/IK1PMR and Claudia/IZ1GLO/K2LEO are currently touring South
America. The duo is presently in Uruguay (CX). During their stay in the
following countries, they plan to be active on the weekdays on CW/RTTY on
30/17/12m and the low bands as well as taking part in the major CW/RTTY contests
on the weekend. They will be in CX-land until November 15th signing K2LEO/CX &
IK1PMR/CX. Next stop will be Argentina (LU), between November 17-18th possibly
signing IK1PMR/LU and K2LEO/LU. They will move onto Paraguay (ZP) and will be
active as ZP0R (op IK1PMR) during the CQ World-Wide DX CW Contest (November
24-25th) and ZP6/IZ1GLO on RTTY operations. Activity will also include the ARRL
160m Contest (December 1-2nd) as ZP0R (op IK1PMR) and TARA RTTY Contest as
ZP6/IZ1GLO. They then head back to Uruguay and be active in the ARRL 10m Contest
(December 8-9th) and sign CW2C (Multi-Op) or IK1PMR/CX and K2LEO/CX. Updates

T8, PALAU
Operator Osamu, JR8VSE, will be active as T88SE between November 18-21st.
Activity will be on CW, SSB, RTTY, PSK31 and SSTV. QSL via JR8VSE.
VP2M, MONTSERRAT (Update)
Operators Larry/K3VX (VP2MVX), Will/K9FO (VP2MFO), Don/K9NR (VP2MNR), Carl/K9CS
(VP2MSC), plus Greg/WR9L (callsign pending) and Paul/W2EP (callsign pending)
will be active from here between November 20th and December 3rd. Activity will
include entries in the CQWW DX CW Contest (November 24-25th) and ARRL 160
Contests (November 30th- December 2nd). Activity outside the contests will be on
160-10 meters, mostly CW but some SSB, RTTY and PSK. QSL all callsigns via K9CS.
XT, BURKINA FASO
Michael, F1IQH, will be active as XT2WC from Bobo Dioulasso starting early
December (the 6th was mentioned) through early January. QSL via F1IQH.
