The ARRL DXCC Desk is pleased to announce the addition of St Barthelemy
(FJ) to the DXCC List, making the island entity number 338 with an
effective date of December 14, 2007. Cards with contacts dated December
14, 2007 or after will be accepted for DXCC credit. New card submissions
for St Barthelemy will not be accepted until January 1, 2008 in order to
allow time for administrative adjustments.
On February 21, 2007 the French Ministry issued a decree making St
Barthelemy an Overseas Collective, where its status is now equal to that
of Guadeloupe, Martinique and other French territories currently on the
DXCC List. On November 8, 2007 the President of Association Des Radio
Amateurs De St Barthelemy, Philippe Delcroix, FJ5DX, contacted the DXCC
Desk, requesting that St Barthelemy be considered a new DXCC entity.
The "event date" that caused St Barthelemy to be added to the DXCC list
was December 14, 2007, the date the US State Department added St
Barthelemy to the "List of Dependencies and Areas of Special
Sovereignty" with its Administrative Center in Gustavia, qualifying it
under DXCC rules in Section II - 1 Political Entities (c): "The Entity
contains a permanent population, is administered by a local government,
and is located at least 800 km from its parent.

Solar flare activity was low on 14th and 16th to 18th; very low on 15th, and 19th and 20th.
Geomagnetic activity observed for the Australian Region was quiet on 14th to 16th; quiet to active on 17th, 18th and 20th; and quiet to unsettled on 19th.
Southern Australian Ionospheric F2 critical frequencies were near predicted on 14th to 16th; near predicted during local day on 17th then enhanced 15 to 45 per cent; depressed up to 30 per cent at times on 18th, otherwise near predicted; depressed 15 per cent to near predicted on 19th; and near predicted to 15 per cent depressed on 20th.
Forecast for 21st to 27th December
Solar activity should be very low to low.
Geomagnetic activity should see isolated active periods possible on 21st and 22nd December, otherwise mostly unsettled to quiet conditions expected.
Frequencies should be depressed 15 to 30 per cent at times, otherwise mostly
near predicted monthly values. Mild to significant depressions are expected at times due to very low solar activity levels.

ARLD053 DX news for 21st December 2007
BOUVET, 3Y. Petrus, ZS6GCM is QRV as 3Y0E probably until February
14, 2008. He is the medical officer with a five member research
team on the island. He is a newly licensed operator, with
capabilities to be QRV on 40, 20, 15 and 10 meters during his spare
time only. QSL via LZ3HI.
SRI LANKA, 4S. Ivan is QRV as 4S7DXG and has been active on 20
meters SSB just before 1500z and then on 30 meters around 1630z.

TANZANIA, 5H. Pat, W8FV is QRV as 5H9PD from Mwanza until around
January 12. Activity is on 40 to 10 meters using mostly CW. He may
try to be active on 80 meters. He will also be active using PSK31.

MALTA, 9H. Horst, DJ6OV will be QRV as 9H3HW during his holiday
here from December 23 to January 5. QSL to home call.
MADEIRA ISLANDS, CT3. Luis, CT3EE will be QRV using European PSK

PALESTINE, E4. Operators Mike, OM2DX, Steve, OM3JW, Rudy, OM3PC and

ETHIOPIA, ET. Joe is QRV as ET3JA and has been active on 17 meters

active on 40 and 20 meters using SSB. His length of stay is

PALAU, T8. Frank, I2DMI and his XYL Giovanna are on Koror Island,
IOTA OC-009, until January 2. He is active as T88RY using mainly

NAMIBIA, V5. Frank, V51AS, will be QRV on 160 meters from December
22 to 23.
NEW DXCC ENTITY. The ARRL DXCC Desk is pleased to announce the
addition of St Barthelemy (FJ) to the DXCC List, making the island
entity number 338 with an effective date of 14 December, 2007. Cards

to the List of Dependencies and Areas of Special Sovereignty, will

Barthelemy. If St. Martin has already been worked, confirmed and
credited to a DXCC award, it is unnecessary to rework it for DXCC
credit.

3Y - Pilot station and Media Officer Rhynhardt Louw, ZS6DXB
(zs6dxb@kats.za.net) reports that a five man Norwegian led research
team has been on Bouvet Island since 13 December, and will remain
there until around 14 February 2008. The medical officer is Petrus
Kritzinger, ZS6GCM (newly licenced, previous call ZR6PK). He has an
Icom IC-735 and a Hustler 4-BTV vertical antenna, but limited HF
experience. He was given a brief training session on operating
procedures a couple of days prior to departure. Petrus expects to be
active on the amateur radio bands as time and availability of
electrical power permit. The landing permission was granted months
ago, and the callsign (3Y0E) was issued on 19 December. QSL via

5Z - Nao, JK1FNL says he will be active as 5Z4/JK1FNL from Masai Mara,

CN - Didier, F4ELJ will be active as CN4MC from Morocco from 27 December
to 3 January. He plans to operate on 80-10 metres SSB. QSL via home

(AF-004) from 30 December to 6 January. He plans to operate holiday

FJ - Martti, OH2BH and Olli, OH0XX (HP1WW) have been active as FJ/OH2AM
from Saint-Barthelemy (NA-146), the newest DXCC Entity, since 18
December. They have two stations (SSB and CW), and they are
concentrating on giving the "new one" to as many people as possible.
Their QRT date is not known at the moment, but operation could
continue until 27 December, The Daily DX reports. QSL via OH2BN.
HS - Those who need Thailand on 80 metres CW can look for Don, HS0ZEE who
is QRV daily on 3505-3507 kHz from 21 to 00.30 UTC. He runs a TS940S

JA - Look for JS6RRR and JI3DST/JS6 to be active from the Miyako Islands

during the 18th New Zealand/International Scouts Jamboree, to be

will be active on 80-10 metres mainly SSB and Digital Modes, along
